A pacificist who tries to de-escalate conflict. They get in trouble with the government for disobeying orders and not immediately neutralizing threats.
Buzzkill
Buzzkill is very dedicated to the cause of the heroes. Their sincerity and integrity makes them a good role model. Buzzkill often takes missions thought to be beneath their skill level.
Captain Future
About 35 years ago, they were the city's greatest hero. Captain Future refuses to retire. Captain Future has had many sidekicks in their time.
Civil Shield
A straight-laced and stern hero. They are known to target white-collar criminals. Other heroes applaud Civic Shield for their work-life balance; they absolutely know the terms of their work contract.
Cryptwing
Cryptwing is stoic. They are competitive with other heroes and take every threat very seriously. Efforts to place Cryptwing on a larger team of heroes or with a permanent sidekick have largely failed. They manage just fine on their own, however.
Desert Diamond
A famous, sparkly hero. Their wealth seems greater than that of their coworkers. They spend much of their time in an estate outside the city.
Galeforce
A retired hero who has always enjoyed mentoring others. They once led a successful hero squad. Galeforce is from Kirshep, making them popular with the people of the South.
high caliber
A commanding officer of many low-level heroes. They are greatly upset when villainy goes unpunished. High Caliber is usually one of the first to get to try out the government's new armaments.
rebel rebel
An uproarious hero popular with young people (and even some villains.) Rebel Rebel isn't afraid to answer hard questions about being a hero.
Seaworthy
A hero who grew up at sea. When they finally docked, they had discovered that they accidentally subclassed. They accepted their fate and took up heroics. Seaworthy helps guard the gulf.
Star cleaver
Star Cleaver is an emissary from another planet. Their ship crash-landed. They figured they would make this world better since they are stuck here.
TEenage Heartthrob
A young up-and-comer who evacuated their apartment building during a fire. The public is excited for them to subclass soon.
Seventy-Four
A villain turned hero. This isn’t owing to them wanting to redeem themselves; they have a good business arrangement with the government. Through the years, more heroes have become willing to work alongside Seventy-Four.
VCp - viscera cleaning personnel
The head of a task force that cleans up after gruesome hero/villain battles. VCP is sometimes called to fight villains as a part of special operations. VCP is allowed to hand-pick members of their department; their selection process is unknown.
Villain NPCS
befouler
Befouler is from a long line of villains. They are sometimes mistaken for an ooze.
Broadside cannon
A suspected arms dealer to villains. They spend most of their time at sea. They have a difficult personality, but villains want to protect them.
death's mistress
The international community has called for the execution of Death's Mistress for their war crimes. They have escaped high-security prisons twice.
funereal
A murderer that kills villains. They are feared by heroes and villains alike.
hyperpop
An art thief and vandal of other artists' works. They are actually beloved by some members of the art community.
killer instinct
An assassin that uses cryptic symbols to warn the public of their attacks. It's a wonder they haven't been caught.
lullaby
A kidnapper that steals children, especially away from government control. Lullaby has a beautiful song.
mesmerize
A con artist and cardshark. A fairly good source of intel. Mesmerize is a deeply spiritual person.
petty thief
A low-profile thief. Their targets aren't anything special, but their plans are inspired.
public enemy #1
An international terrorist that brought down the last emperor of Prielta. They haven't struck in years.
Seismic shift
A villain that targets dormancy centers. Their attacks agitate the patients, setting off deadly chain reactions.
the crone
A dealer of laced drugs. Victims often end up getting possessed.
the diversion
A magical mischief-maker that diverts the attention of law enforcement away from more serious crimes. They always manage to slip away, unseen.
valiance
An elusive hired gun and a valuable team player. They are virtually a myth among villains.

An outspoken advocate for the use of and research into limiters.

An idiosyncratic peddler of beauty products...and information. No one knows their sources.
firebrand
A mercenary with great knowledge and hatred of monsters. They're all business.
galimatias
A retired hero whose powers have fallen into dormancy. Galimatias’ time as a hero was busy and stressful, so they’re glad for a break.
heavensent
A mysterious, radiant vigilante. They claim to be above mortal law; most believe that they aren't humanoid.
incendiary
This young adult says an aspect of the forge deity speaks through them. Official religious orders are keeping a watchful eye on them.
limit
An ex-professor sentenced to life without parole. The head of a cheating scandal designed to inject their agents into key roles in politics.
madame blithe
The cheerful proprietor of a historic hotel. Wherever Madame Blithe walks, it is instantly neutral ground for heroes and villains.
mascot character
A college student who makes uniforms for heroes and villains. Their university is protecting their identity.
poison pen
An exile from Tulland. They are still fiercely loyal to the nation and encourage immigration.
posey meadows
Posey Meadows has been acting since she was a child. She has been given permission by the government to level up, even though she is not technically a hero.

A young person who is being groomed to serve as the head of Lenorich's government. They continue to receive rigorous testing to prove themselves worthy.
